OctetString
The transmission rate in each step of the step load sub-test,
configurable as percentage of BW.
The last transmission rate must be 100% BW therefore only up to 3
additional rates are configurable.
Unused steps must have a corresponding value of 0%.
The default shall be 4 steps of 25%, 50%, 75% and 100% of BW.
Examples:
1 step of 100% - '64000000'H
3 steps of 30% ,60%, 100% - '1E3C6400'H
