Objects osProvRfc2544HistAccumProbeInterval and osProvRfc2544HistAccumRate MUST ALWAYS CORRESPOND 
TO EACH OTHER.
If osProvRfc2544Rate has been configured as not equal to 0, then
agent returns osProvRfc2544HistAccumRate equal to osProvRfc2544Rate.
If osProvRfc2544Rate has been configured as equal to 0, then agent calculates
rate, corresponding to osProvRfc2544ProbeInterval and returns it as osProvRfc2544HistAccumRate.
