scalar r/w seconds SNMPv2-SMIUnsigned32 
The interval at which the ntpEntNotifHeartbeat notification
should be sent, in seconds.  If set to 0 and the
entNotifHeartbeat bit in ntpEntNotifBits is 1, then
ntpEntNotifHeartbeat is sent once.
This value is stored persistently and will be restored to its
last set value upon cold start or restart.
