an entity (e.g., user, interface) but only
one can be applied at the given time. The
set with a higher priority value will take
precedence and supercede the set with a
lower priority value. When priority values
are equal, no filter set update will occur.
Consulted only when an entity/filter set
conflict needs resolution.
