This object counts each time the neighbor changes
the interface(s) over which it is reachable.
A change in the set of Link Tuples corresponding
to the appropriate Neighbor Tuple is registered,
i.e., a corresponding Link Tuple is added or removed
from the set of all corresponding Link Tuples.
