Enable/Disable the call forward busy service.
              
This service allows a user to forward incoming
calls to a specified target when the user is already
participating in another call.
              
The user will not have any feedback that a call was
forwarded.
              
If enabled, the user can dial the digit maps for
enabling and disabling this service.
