Minimum value for the periodical session refreshes.
This value will be reflected in the Min-SE header.
The Min-SE value is a threshold that proxies and/or UAs on the
signaling path are not allowed to go under.
Increasing the minimum will help to reduce network traffic,
but will also make 'dead' calls longer to detect.
This value is expressed in seconds (s).
