Global uniqueness is assured by concatenating the ICC
with a Country Code (CC). The Country Code (alpha-2)
is a string of two alphabetic characters represented
with uppercase letters (i.e., A-Z).
This object MUST contain a non-null value if
the MplsOamIdMegOperatorType value is iccBased (2);
otherwise, a null value with octet size 0
should be assigned.
