scalar mandatory r/w Enumeration 
Used by ZMS when it wants to create a list
of config synch records. It must first write the
filename expected and then set the action. The
create list action allows the device to determine
whether the complete database (synchoverflow 
occured) needs to be sent or only those records
that have been modified. create full list 
specifies that ZMS would like to receive the
complete database.
