scalar mandatory r/w RFC1213-MIBDisplayString 
Add server to the server table.  Servers are added 
to the first available entry in the server table. To
add a server provide server IP address, radius port, 
and shared secret in the format '<ip address>,<port>,
<secret>'.  All fields are required.  a get on this 
element will return '0,0,0'.
