Flag to enable/disable the CPE link when the
threshold value crosses the lower hysteresis
limit.  The default value is disable. CPE disable
with CPE Rx pass through is identical to normal
CPE disable with the added feature that the remote
CPE Tx will be disabled if a loss of light condition
is detected on the local CPE Rx.
