This defines the type of control to be
instrumented on this port.
              
include:  When this object is set to include,
		port based VLI will process only
		the work groups defined in the
		corresponding work group table
		entries.  All other work groups will 
		be filtered out on this port.
              
exclude:  When this object is set to exclude,
		port based VLI will process all work
		groups except those listed in the
		corresponding work group table
		entries.  Those listed in the
		lightStreamVliPortWorkGroupTable will
		be filtered.
              
The default state of exclude with an empty work
group table allows all work groups to be
recognized as valid on this port.
