column mandatory r/w Integer32 
Number of broadcast packets that this node
forwards per second.  The node discards all
additional packets per second.
              
If the value is zero, all broadcast packets are
discarded.
              
If the value is -1 all broadcast packets
are forwarded.  That is, there is no limit on
broadcasts.
