The priority of this policy entry. 
Policies are evaluated by the 
entity which provides ELAN configuration
service (LECS) by their
priorities.  Policies with the
same priority values should be
evludated at the same time with
an AND operation.  That is, if
one of the policy with the same
priority is not met,
the evluation should fail.
The value 1 has the highest priority.
