lecAtmAddressStatus

Used to create and delete rows in this table.
A management station may not change the status of a
primary ATM address to 'notInService' or 'destroy'
unless the client's ifAdminStatus is 'down', and the
client's lecInterfaceState is 'initialState'.
Secondary ATM addresses may be destroyed at any time
permitted by the agent.
