C29  V2 Capable.
              
If set, the LE Client must exhibit LANE v2 behavior
where it differs in its requirements from LANE v1
behavior.  If clear, the LE Client must exhibit LANE
v1 behavior in those cases.  This variable is set or
cleared according to the presence or absence of the
V2 Required FLAGS bit in the LE_JOIN_RESPONSE.
