The state of the Actor Churn Detection machine
(6.4.17) for the Aggregation Port. A value of 'noChurn'
indicates that the state machine is in either the
NO_ACTOR_CHURN or the ACTOR_CHURN_MONITOR
state, and 'churn' indicates that the state machine is in the
ACTOR_CHURN state. This value is read-only.
