Specifies whether or not the default value for all Ports is to
send and receive the Congestion Notification TLV in LLDPDUs,
either:
cnlNone(1) Do not send Congestion Notification TLVs, and
ignore them on receipt.
cnlAdmin(2) Use the LLDP instance selected by
ieee8021CnComPriLldpInstanceSelector to send and
receive the Congestion Notification TLV.
This object can be overridden by
ieee8021CnPortPriLldpInstanceChoice.
