The value is timeTraceable for the current grandmaster
(see 14.2.13). It is equal to the global variable
timeTraceable (see 10.3.8.7).
True (1) if the timescale and the value of
timePropertiesDSCurrentUTCOffset are traceable to a
primary reference; false (2) otherwise. The default
value is set to ieee8021AsDefaultDSTimeTraceable.
