current UTC day, relative to the ClockMaster entity of
this time-aware system, will contain 59 seconds. It is
equal to the global variable sysLeap61 (see 10.3.8.11).
The initialization value is selected as follows:
a) Set to true (1) if the value is obtained from a
primary reference if known at the at the time of
initialization, else
b) The value is set to false (2).
