occurred on the most recent change in either grandmaster
or gmTimeBaseIndicator (see 9.2.2.2).
This object MUST be read at the same time as
ieee8021AsCurrentDSLastGmFreqChangeMs, which
represents most significant 32 bits of the value
in order for the read operation to succeed.
