the relative weights assigned to
(a) the change in the value of a rate-counter during
the most recent agingInterval and
(b) the value of the rate-counter at the end of the previous
agingInterval.
The value is interpreted as 2 raised to the power
specified by this attribute.
The default value is 2, giving an aging coefficient
of 2**2, or 4.
