The reason the buffer media is full.
(1) The media is not full.
(2) The maximum number of buffers have been reached,
all buffers are full, and the full action is halt.
(3) The maximum number of buffers is zero or
the maximum number of records is less than 5 or
a unique record number cannot be generated.
(4) Unable to write to the media due to I/O errors.
