The ONU sets each bit to 1 when power shedding is active, and clears it to 0 when the service is restored.

        bit5:      ATM class
        bit6:      CES class
        bit7:      Frame class
        bit8:      Sdh-sonet class
        bit[15,9]: Reserved and set to 0
        others:    Unconcern
