Indicates the downstream rate threshold that ONT needs to enter power reduction state,during enter-interval time,if its downstream rate is continuously lower then this threshold,then the ONT will enter power reduction state if it is bound to power reduction profile and meets other conditions. The valid value range is 1--100pps The default value is 3pps
