Indicates the adjustment factor of the system call surge leaky bucket. It is used to upshift or downshift the adjustment speed of the leak rate. The smaller the adjustment factor, the higher the speed of the leak rate upshift/downshift and the greater the jitter of the leak rate. On the contrary, the lower the speed of the leak rate upshift/downshift, the smaller the jitter. Range:0-1000
