set the state on terminal server.If you will create a row,the values 
of tsAppIPAddress,tsAppPort,tsAppType,tsAppName must be not null.
You can delete a exist row and you can modify a exist row.If you modify
a row under the status of row,you change the status from valid to
undercreation.when you have changed them,you change the status to valid
