The indexes of this table are hwPriorityAclIndex, hwPriorityIfIndex and hwPriorityDirection. Make sure that the ACL rule in hwPriorityTable is already created in hwAclBasicRuleTable, hwAclAdvancedRuleTable, hwAclLinkTable, or hwAclUserTable.
