Indicates the inbound rate limitation of a port in CAR mode. Range: -1, 64-10000000 (which must be an integer multiple of 64) Unit: Kbit/s. when the value is set to -1 and the value of hwLineRateRowStatus is set to destroy(6), it will disable the inbound limitation on a specified port. -1 can be used only in the case of disable the limitation.
