It can contain as most as 4 frequencies.
Every 8 octets represent a frequency,
(,) used to indicate a separation of the different frequencies.
Only when set operation -1 represent that the frequency list are not assigned.
Range: 5000000-85000000 for AnnexA
5000000-85000000 for AnnexB
