The timer specifies the nominal time between
2 ANCP connection setup attempts.
The timer is specified in units of 100ms.
A value 0 means that the network access server will not
spontaneously trigger an ANCP session.
Whatever the setting of this timer, the network access 
server shall always listen for ANCP session setup.
The value of this object is persistent.
