hmSec2VpnTrafficSelPolicy

Policy to apply to the matching traffic.
The following policies are currently supported:
o  'require': require encryption of the traffic. If the tunnel or
traffic selector is down the traffic will discarded.
o  'use': use encryption if possible else route the traffic unencrypted.
