The function codes for this enforcer as string.
A function code has the syntax:
	<val>
Function codes are separated by a comma.
If more than one value is given for a function code, values are
separated by a | -sign (pipe).
Following function codes are defined:
	<1..255>|<0-65535>|<0-65535> (apply to packets with given function codes <1..255>, address range <0-65535>, address range <0-65535>)
