Defines the TWAMP-light reflector Table, and configures
TWAMP test session.  When the RowStatus is Active or CreatAndGo,
the source address and target address, source port,
target  port must be configured.  When the RowStatus
is Destroy, Except for fields ResponderID and RowStatus,
The rest can't be configured.
