This object defines an administrative lower-threshold value for
h3cNqaReactCheckedElement.
The value of h3cNqaReactThresholdLowerLimit should be equal or less
than the value of h3cNqaReactThresholdUpperLimit.
The value of this object is zero if h3cNqaReactCheckedElement is
specified as 'jitterpacketloss' and 'probefailure'.
