scalar r/w Enumeration 
Dynamic grouping has two modes: on and off. When the grouping
is off, no dynamic grouping occurs. Each FS Switch
optimizes only its own FS APs' parameters. When
grouping is on, the FS Switches form groups and
elect leaders to perform better dynamic parameter
optimization.
