nmsifthIfThresholdFiredTable, or an entry was added or deleted in
nmsifthIfThresholdFiredTable.  If no change to
nmsifthIfThresholdFiredTable has occurred since the last
re-initialization of the local network management subsystem,
then this object contains a zero value.
