A bit array that contains the value of the
Chassis Power Supplies. This is a packed bit string;
the 2 power supplies status are encoded into 4 bits
(a nibble).
There are multiple power supplies per chassis in this release.
The following shows the meaning of each bit:
(bit 0 is the least significant bit).
