scalar Enumeration 
The Central Office (CO) Alarm on RPM card.
The valid status are as followed:
'off' - CO Alarm light is off.
'on'  - CO Alarm light is on.
Please refer to Dell Networking OS Alarm document -
Appendix C for the condition when this
CO alarm is triggered.
