If this value is non-zero, the value indicates
the etsysPolicyProfileEntry (and its associated 
etsysPolicyClassificationTable entries) which
should be used by the device if the device is
incapable of using the profile (or specific parts
of the profile) explicitly applied to an inbound
frame.  A value of zero indicates that no default
profile is currently active.
