The time in 100 millisecond tics between transmits of
Fast ULD OAMPDUs to use for the local OAM peer.
This value will be advertised by the local OAM peer
in the Local Fast ULD Information TLV when the Fast
ULD state machine is in the SEND_SLOW state.  This
value will be used by the OAM peers to negotiate 
the active fast timer which will be used when the
Fast ULD state machine is in the SEND_FAST state.
