Specifies the admin status of the option 82 (or 18 and 37 for DHCPv6)
for features which has been choosen in eltMesIssDcsOption82ProtocolType field.
If this fields value is 'enabled' the packet processor adds option
into packets. If circuitId or remoteId hasn't been configured the
default strings will be addded into packet.
