given by eltMesRouteMapActionAsPrependSize. This field is only
used if eltMesRouteMapActionAsPrependCount is non-zero.
The count of AS numbers is given by
eltMesRouteMapActionAsPrependCount.
This field can only be updated if the row is not active.
