For a positive offset, this is '+'. For a negative offset,
this is '-'. 'hh:mm' in the hour and minute offset from UTC.
A single-digit hour is preceded by a zero. When
sysTimeZonePredefined object is set to any value other than
none(1), this object will be empty string.
