dsmonMatrixTopNOctets, this variable will be used to sort
this report.
If the value of the dsmonMatrixTopNCtlRateBase is
dsmonMatrixTopNHCPkts or dsmonMatrixTopNHCOctets, then this
object will contain the the least significant 32 bits of the
associated dsmonMatrixTopNHCPktRate object.
