This attribute represents the hold-off timer for
reporting Out-of-Range Events via the CM-STATUS MAC
Management message. This attribute is only valid when
the Usage attribute has the resequencing bit set
to 1. This attribute returns a value of 0 when the Usage
attribute has the resequencing bit set to 0.
