The value of this object is a DER-encoded
RSAPublicKey ASN.1 type string, as defined in the RSA
Encryption Standard (PKCS #1), corresponding to the
public key of the CM.  This is the zero-length OCTET
STRING if the CMTS does not retain the public key.
