inhibited due to thresholds and/or the current setting
of docsDevEvThrottleAdminStatus.  In addition, this is
true(1) when transmission is inhibited because no
syslog (docsDevEvSyslog) or trap (docsDevNmAccessEntry)
destinations have been set.
          
This object is deprecated and is replaced by
docsDevEvThrottleThresholdExceeded.
