A single notification (rising event) is generated when
the total Mbuf utilization exceeds this threshold.
After a rising event is generated, another such event
will not be generated until the total Mbuf utilization
falls below the agentSwitchMbufFallingThreshold and then
exceeds the agentSwitchMbufRisingThreshold.
