by setting the RowStatus as NOT_IN_SERVICE.
This RowStatus can be made active only if:
- fsErpsRingPort1 for this entry is set to valid interfaceIndex and
- fsErpsRingPort2 for this entry is set to valid interfaceIndex or
is set to zero
- fsErpsRingVlanId for this entry is configured
